"Madara" did use his own sealing jutsu to reseal the tailed beasts among them.

But there is no available vessel for Shukaku, Gaara was still alive and the monk that was the jinchūriki before him were as powerful like Chukaku.

Not quite, he only sealed one of each tail into a jinchuriki host, but shikaku only has one tail, he can't do that with it. otherwise, there are 4 known hosts for it (and implied many failed hosts). its true the first host: Bunpuku has no body left, having turned to dust sealed away, however, Bunpaku was jinchuriki under the First Kazekage: Reto. the second Kazekage: Shamon was the one who would weaponize shukaku, the first to do so, starting the second great shinobi war, the war of the tailed beasts... then the Third Kazakage, who went unnamed, studied shukaku, and incorporated the shukaku's technique into his Iron Sand. he was the one to outmatch shukaku and deemed shukaku unnecessary, sealing it away...

Rasa, the fourth Kazekage would then seal it into his son. most people thought Shukaku was the monks spirit, as its identity as a tailed beast was a closely kept secret, since the tailed beasts didn't play much of a role in the third great shinobi war, after all... like the samurai and stones use of Iron weapons and ninja tools, Rasa had something even greater... he could have completely bypassed his villages need of missions by using his magnet style to extract gold from the desert sand, as he does, and we all know from Raiga, of the 7 swordsmens story, that gold still has great value in this world. the hidden sand should never have been in dire fanancial straits and thus should never have needed Orochimaru.

anyways... while only gaara and Bunpuku are named Jinchuriki of Shukaku, there were others under the 2nd, and at least one under the third kazekage... 4 of which we know about.

Actually, Rasa had the idea of using his Gold Dust to trade with the Hidden Villages, but as we say, their neighbours are greedy, and Rasa was so stupid in trusting Orochimaru.
